Need

The JCDD required an original brand strategy with original branding elements as well as a supporting marketing plan. The Jefferson County Department of Development was tasked as the county’s new Travel Promotion Agency but had no marketing infrastructure for promoting the county which includes the home of Punxsutawney Phil and Groundhog Day.

Approach

Bull Moose’s approach to Clarion County’s destination brand strategy was comprehensive and data-driven. The process began with extensive research, including community surveys, stakeholder interviews, and a SWOT analysis, complemented by consumer segmentation. This informed the development of a brand identity centered that yielded the tagline “Your Trailhead to Happiness.” The team identified six prime audiences and crafted targeted marketing campaigns for each. Four strategic initiatives were formulated, aligned with the county’s vision, and a brand maturity model was created to guide progress. The strategy incorporated recommendations for appropriate marketing channels and current trends along with associated Key Performance Indicators (KPIs) and potential funding sources, resulting in an actionable strategy.

Outcome

The outcome of Bull Moose’s strategy provided the CCEDC with a comprehensive roadmap for establishing Clarion County as a compelling tourist destination. It delivered a defined brand identity, targeted marketing approaches, and a stakeholder engagement framework. The actionable implementation plan included, branding guidelines, KPIs, measurement tools, and relevant funding. The strategy aligned tourism initiatives with broader community development goals, emphasizing sustainability.
